Well I think a few people finally got it right. I am pretty certain that it is an orthopedic table used for casting different parts of the body especially the spine. It does have the capability to apply traction forces as needed for casting the spine or aligning severe fractures in limbs.

It's part of a recessed cabinet, with a frosted glass window. There were no refrigeration units nearby, and I believe this room was located right off a main corridor on the first floor (morgues are often tucked away in a staff-controlled area of the hospital), so I think the room was used for general medical procedures.

It looks like to me there may have been a smaller mural on the opposite wall at one time. Or maybe there was a bulletin board, or chalk board there instead?
I think the padding on the door was probably there for soundproofing purposes, too. Also, Motts, I didn't miss seeing that lone chair in the background! : D
