If you reference DSH post and work it out seems like someone changed their minds after the plans were approved, the frame built but the floor not yet in, and the floor was lowered. If the floor was even with those bump outs that window would be entirely in the floor below.

Yes, all above, concur, and thank You so much for all the information and the B/W pictures - makes all better - thoroughly enjoyed even though 2nd. pic. a mumified dog/cat? I soon forgot about it - and the over all feeling is happy and light all these wonderful peels, and hues/shade/tints from old days. And there were LAMPS, haha.
