Sure as heck looks like a soap dispenser to me. Mebbe I need new glasses . . .

The hour hand looks to be missing from all sides... there seems to be a shadow of where it was for quite a while though, which would make the last known time at around 6:50 (unless it's right underneath the minute hand, but I don't see it there).

OK, the rotunda is the section I was referring to several pix back.

That rounded section on the right side of the structure puts me in mind of English architecture.
