Probably rodent type animals hauled it up there. You would be surprised how much stuff the squirrels, mice, rats, and raccoons can haul around. Where I work at least 3 staff have had to bring their cars to the repair shop because the excelorators were sticking...the mechanic found walnuts stuck in them!

They only want to commit people that are a danger to themselves for others. The goal is to move people up to the level to be able to live in the least restrictive setting. Only when they closed down facilities did they realize how short of housing they were for these people.
