Sometimes when hospitals are evacuated, and particularly before demolition or renovation, crews go through to mark areas they are making sure are empty, spray-painting an x or something similar when they've checked. Some laws require this final check, due to squatters and -ahem- wandering photographers;). Dunno if that's what it is, but it's a possibility, and maybe they changed their minds about tearing up this area.
