Ok, I think I may know the answer to what this hole is. This may be what is called a Grinder Pump. It's a system that collects toilet waste water along with toilet paper, napkins, diapers etc. and when the level reaches high enough, it turns on and grinds it up to a liquid and pumps it out to the sewage holding tanks.
