The reason that they are glass, and not steel, is to let the most light into the cells as possible. Remember when this jail was built, there were no electric lights (or indoor plumbing - toilets). The only light that was available was the light that came in thru the front of the cell. That is why these old jails have such huge barred windows. The rest of the facility was lit with gas lanterns.
