I've never been in a running one, but I believe it was used to evaluate the mental state of people convicted of (and maybe being tried for?) serious crimes. They can also be in-patient residences for criminals who need physical and / or mental help.

Yes, you could see the sky through some of the holes. The floor might have been swept, especially if the floor tiles contained asbestos and needed to be removed (which would explain why the seats are missing).

Those are small windows on either side... I'm not sure where this tunnel was, it could have been underneath an above ground corridor, which would allow space for those windows to be above the ground.

Agh, my post didn't go through, I meant to say it was in or near the "grooming room", this could have been a wall where large vanity lights were in those sockets, and a mirror beneath.

There was no latch, as well as small areas where I could pull it open with my fingertips... I wouldn't try it if I were in here alone though!
