The tip back issue is a non issue. It takes great effort to get the front wheels of a modern wheel chair off the ground if you are sitting in it. The point of the design is so that an attendant pushing can tip the front wheels up to get over an obstacle.

Mica, search the Title "Zimbelism" you may find it. When he finally got recognized in 03 it was by a Spanish Museum where he ended up having a showing.

If you reference DSH post and work it out seems like someone changed their minds after the plans were approved, the frame built but the floor not yet in, and the floor was lowered. If the floor was even with those bump outs that window would be entirely in the floor below.
