I feel the blame should be bought on the States that owned them in the first place. They should have secured the roofs better to stop leakage etc. But to blame the developer, in my opinion, is unfair. The bottom line in construction is how much is it going to cost and where they can get the biggest bang for their buck. It is not always cost efficient to save these buildings.

And as far as the developers being jerks - I had the pleasure of meeting the developer and owner of Foxboro Hospital. He could not have been nicer to me and extremely accommodating for the things that I asked for.
