I'd guess the window placement was to make the building look consistent on the outside. That, or it made it easier to shove the dead patients out of the building.

They're huddling in the corners to avoid the failing floor. A couple of them are foolishly investigating. Looks like one has been drinking.

Early air conditioning to let the heat out. A crank pole was used to reach up. No longer needed, zombies don't care about ventilation. Tin panels interlock. The edge is nailed down, and the next panel slides into a slot and covers the nails.

Zombie containment efforts are futile. Temporary at best.
