I think when a major reno is needed on a place like this, it would then trigger a requirement that it be fully updated to current code. That and fixing the damage could easily exceed the cost of a new building. That's my guess.

That line would be the actual sea level. I think the lowest areas below sea level in NO were about 15 feet or so. The entire area is sinking as a natural process for river delta deposits.
