Funny stuff. But seriously Pigeons are the same birds related to doves you see all over the planet. I'm pretty sure all birds are edible but some from what I've heard don't taste so good. Penguin is one I heard of that tastes rather nasty.
I expect the only thing limiting edibility of pigeons in a city would be what they were eating and how that affected the quality and flavor of their meat.

Yup - all the time was wondering if the overseer tenant was eating the pigeons. Food all around.
