Note that Motts says the murals were stabilized. This means that a substance was either put over or injected into the existing paint to keep it from further deterioration. It works like a glue. It is time consuming and expensive to do so it was probably only done to the mural

From my understanding, prisoners were able to fit their arms through the doors enough to push the guards, the space between cell doors and the railing was verysmall, and the bars were there to prevent the guards from falling to their death in the event they were pushed.
