I believe this was a central administration area, where people other than correction officers would be working (secretaries, etc). The prisoners most likely only passed through on the bottom floor to be admitted and expelled from the cells (behind the far wall).

Moving prisoners from one jail to another may happen at any time of day, the inmates are told to get their shit together for transfer but arent generaly told untill they get to dock if its a block transfer or a jail transfer, in as much as when its selected transfer, otherwise they transfer tank by tank (most new jails have what are caled tanks which is a day room, and then then bunk room lined with bunks and a few toilets) to the next prison

Is it just me or does anyone else feel it comical that there are large Exit signs on each floor. I can't imagine what each inmate thought about every time they would pass those signs.
