Reminds me of a pop-corn popper I had back in the eh....70's!!!! Minus the hose, gauges and giant battery of course. Mine had a yellow top and you put slices of butter in the top of it to melt as the thing heated up. YUM!!

Maybe, since this was a TB hospital at one point it was an intake/output vent. Maybe the room air went up the center of it and was vented out and fresh air was pumped in through the things on the rim.
