It is a utilitarian design - built for efficiency. Most psychiatric hospitals had turned away from the elegant designs of the 19th century as they proved to be costly to construct and maintain, as well as inefficient and even dangerous for both staff and patients (for ex. blind corners). This building was also constructed in 1939, right at the tail end of the Great Depression, and I'm sure funding was a concern.

What happened to the celing tiles, I wonder? It looks like a drop celing with the grid that holds the tiles in place, but they are nowhere to be seen in the photo.

It looks more like a prison than a hospital. Most of the other buildings I've looked at have really beautiful architecture, this one is so cold and menacing. It doesn't seem the designers made any effort to make it visually appealing at all.
