Anyone remember the story with the creepy elevator operator that says "Room for one more..." then the elevator plummets to the bottom of the shaft, killing everyone inside? Motts found the elevator...

It seems that somebody have stolen the copper windings around the round centerpart in the middle, called the rotor, and the missing part is the stator, since copper is expensive , the must have buy themselves a good sixpac of beer or two.

The pipes are insulated with insulating mud. That is why they have the I was wet once look. Insulating mud is/was used with and without Asbestos fibers in it depending on when it was made. The date for official stoppage of use is 1973 but it was allowed products already on the market be used up.
There is no real way to visibly identify Asbestos it can only be seen under an electron microscope. The visual indicators are age, corrugated cardboard wrapped around a pipe, horsehair in the mud. But these methods are not foolproof and need experience to be effective.
Best just to use a mask and not disturb any dust around the suspect item.
