I noticed the black hole in the winding and the slag on the rotor, but wasn't sure what caused it. After looking at it a little closer, I think you are correct. That could have been the main reason the plant was permanently shut down. Rebuilding a generator like that would require it to be removed and shipped to a special facility. The cost of the repair plus the loss of income could have been the deciding factor to close the plant.

Apart from that, when you look to the middle of the upper three
windings you can see a black hole , that is a explosion due to a
short circuit, you can see the molten copper lying on the rotor, the
black partickles on the edge,
