Judging from the picture I would say this was an iaolation watch cell. Detention cells in the old places were very small and dark away from the sight and sounds of the genral population. ( The Hole) This by looks would have been use for an inmate under closed watch for a multitude of reasons. From self harm to hidden contraband.
My biggest fear.... being trapped in a place like that!!! No windows, no light, Help!!

so $0.04 for lb of iron. standard prison bar of about 7/8 inch, that is about 2 lb per foot think average of 7 foot length. The looks to be about 24 bars in each removed section so... $78 bucks in scrap. if steel at around $0.20 then $390 for it.
