Was that the remnant of a hole in the floor in the middle of the row? Possibly there was a common drain pipe that came up from there as well as a supply pipe. Still wouldn't answer why someone felt the need to remove all the piping but you wouldn't see this type of sink with no running water.

why do we find such devastating photos so beautiful?
definitely out of place, what are people thinking when they do remodeling? Obviously more into function than beauty.
