Probably to discourage burglars, I'm 100% Long Island but I lived in Arizona for about a year and everyone (especially the senior citizens) had grills, grates, iron work on the ground floor windows. They also do the same thing with the ritzier houses in Manhattan and nicer parts of NYC. Even if you break the glass, your not getting in type thing.
