I agree with you Patricia. Some of these institutions may at one time have been places of pain and despair but they can "redeem" themselves into useful apartments, offices, shops, etc.

That inner wall looks solid enough to be an
exterior wall.

They could be remnants of transom windows that were covered in renovation work. They could have also been simple mesh screens (for ventilation as well).

Yeah it has a tranquil feeling to it.

I believe they are vents for the heating system.
