I'd have said 'Wallpaper" but Motts has already provided one.

Something about that shot made me think "Hitchcock Film" straight away.
I'd hazard a guess at it being electrical conduit that held the wiring for the lights.
It'll mean "OK" as in the room has has Asbestos abatement done.
I think it's just the perspective.
