Those shots were by without a doubt the Harbor Police accross the river. For many years Harbor-1 of the NYPD were stationed close by and no doubt, took out thier frustrations and target practice on the building.

Many times when they installed these magnificent bannisters, they would leave something - like a time capsule - in the newel post (that ball or square thing at the end of the bannister) in hopes that someone in the future would find it. Usually house plans or other documents pertaining to the property would be shoved in there. They're interesting to find.
