there is a resonable explanation. when trees are planted, a fence of some type is always put around it - to protect it from accidents - someone pulling it out, a car smashing into it, etc.
This tree, just kept growing and the fence was never removed. I see fences around trees ALL the time! I work in Center City, and they are constantly planting baby trees and they are all fenced off.
