That's the sort of pad they put on those benches in a previous pic which ensures the edges cut into your hamstring if you sit for very long. I guess they used the same designs in the non-prison settings where people were residing in government custody or care in the rest of Essex County too.

As old as all that looks that pipe covering in the top corner looks to be modern fiberglass with Zeston fittings.
