I once worked there and this looks like bldg. 93 . however if it is then the Car can't be all the way to the top as Bldg 93 had many more floors. However for the last 15 years or so that the Bldg. was in operation only the first 5 floors could be used. This was because it was thought to be unsafe as the building was sinking little by little.
