I think the soap dispenser or soap tray was in the place where the 3 holes are, and possibly another hand rail was were the other 3 holes are at the top :)

Bench would be great for the garden feather or the back porch. Put a overstuffed cushion on it and you are good to go :) I love birdwatching too!
