I think they are higher up because these were for patients that couldn't bathe themselves, and an attendent would have to help. Being higher up would make it easier for the attendent so they wouldn't have to bend over so far. How they got them up there, though...hoverlift?

It would be an interesting place to go...but after reading that article (thanks again Pb!) I have second thoughts. Never thought I'd say this, but I think Anthony has a point about the animals being tortured and stuff there...after reading that article, I really do find it hard to believe that there isn't at least some type of residual energy left there.
