ratio, which part of PA are you talking about? When I last worked in a CLA in the Pittsburgh area, it was state-funded at the time, and was also state-inspected. As for client abuse, I have no doubt you're correct that not everyone followed the "no abuse" rule, but if anyone in the company I worked for got caught, or was even expected of abuse, investigations were initiated, and people did get fired.
