As you can see, the "politically correct" labels change all the time. Several years ago people "were" mentally retarded. Then more recently they "had" mental retardation. Now the term "mental retardation" has been replaced with "intellectual disability", so the person "has an intellectual disability." So you see, it depends which week you are writing in as to whether you are politically correct or not. ;-)
