I don't think the top is spattered though, I think they first painted the entire room with the color then painted the white on top of it. Over the years, the white is coming off.

It is a subduing color, isn't it. Bland and sickly soothing.

What a sad photo. Look at how it's front paws are so serenly folded. Many animals wander off and hide in a secluded place when they are dying. This cat probably was dying and chose here (and took awhile judging by the feces) to do it. Maybe it was up above in the rafters (?) or roof above and fell into it's current position when it died.
