Technically even thought there are cases there from 1999, chances are hospitals will not destroy those case files unless they back them up first. Anyone can comeback and say such and such happened and if they destroy those files they don't have any recourse. Statue of limitations only works on some things at certain times and hospitals WILL NOT be caught in that trap.
