Reminds me of the restrooms at a state campground in the FLA Everglades in the mid 1980s. It was difficult to go 'in public' but when you gotta go...you gotta go.

ACtually, I'm quiete sure that there were stalls. I've never heard (or seen) a public toilett without stalls. Neither in Germany where I live, nor in any other country I've visited.

If it were turned into some kind of weird Nazi museum or memorial, then no.

It's fairly simple. Picture yourself eye-level with the lower left corner of the photograph. You would be staring at the handrail. From there, you could walk forwards until you reached the wall. To your right would be six or so steps. If you were to go up those steps and turn right, it would leave you facing a bunch more of steps (twenty or more). Basically, what your looking straight at is a wall, not down or up the center of a staircase.

The Prora KdF Resort was in fact already abandoned because it was never used as a hotel. This was what I thought :-)

It seems like between the toilets (look two or three tiles in front of the toilets, and half way between every two toilets) theres sort of holes in the tiles... maybe where stalls were anchored. (Look near the bottom right of the picture lol)

I know its a poor explanation but its not easy to explain. Hahaha.
