Jumping in here very late to the party, but this reminds me. I've seen that same use of wallpaper in the violent wards at 'Green Hill' State Hospital. There's are some seclusion rooms in a hallway leading to what was once a hydrotherapy suite, but the not the famous hydro-therapy suite at Green Hill, where many of the doors have different kinds of wallpaper cover the top to mute the intense steal hardware.

We think differently....and build differently today - it is irreplacable - and demolished now....
So happy am about The Book and that Northampton is chosen in it, as there are so MANY pictures of this place in The Galleries here, and it was so much fun to come here again. It's a cover for the ventilation shaft that provided heat/fresh air into the room. These needed to be well-secured, as patients have died in similar types of hospitals by crawling into them and getting stuck.
