They were constructed by the Reichsarbeitsdienst (National Labor Service), which was very similar to the WPA in the United States (although it was a much more militarily structured organization). They were built by ordinary Germans who were proudly doing their part for their country, which was struggling to recover after the unemployment and devastation of The Great Depression. It's a shame the ideals behind the original concept for these places were lost to even those who designed them, and the world suffered through 6 years of horrible warfare and half of Europe strained under 55 years of Communist occupation.
