my guess is rail yards are (even today) dirty, greasy, dusty, oily places. Living in a major metropolitan area, my car windows develop a film of an oily like substance that just gets pushed around with most cleaners after just a week or two. Given a few decades, and considering the location of these, not surprised the windows are no longer clear.

Breaker box. The smaller door accesses the individual circuits, the larger door exposed the entire box so the mains can be thrown when necessary. Given the functions of this area, controlling one area at a time while not interfering with any of the others would be advantageous .
